Duplicate rows displayed in the relate materials section of Course when data is uploaded using HDL

Summary: We are uploading the data course data using HDL. Once the course is uploaded, the related material section of the course displays multiple rows for each option.

After loading the course.dat using HDL, the system displays the two rows for each option available. This issue occurs only in the case of HDL upload.

System shows the options as expected when the course is created from the user interface.
