Ghost error in Deploy Approval Rules job for PO and requisitions

We have seen an uptick in POs and requisitions getting approval errors recently and when trying to deploy the BPM rules the job keeps erroring out leading to an issue of not being able to sync rules from BPM over to Fusion.

Here are the steps we followed for requisitions and purchasing document approval rules

1. in Set up and Maintanance > Went to UI for Manage Requisition Approvals & Manage Purchasing Document Approvals

2. Selected option to "Edit Rules in BPM"

3. Entered BPM clicked on Edit - performed validation on every individual rule with no errors from these validations.

4. Saved and committed rules with successful messages after both actions
