Oracle ICS Users not showing in Planning Cloud

Summary:

Users are not "propagating" to Planning Cloud

Content (required):

I have uploaded a group of users to Oracle ICS. These are all assigned to the ICS group "TEST Viewers". Test Viewers has the roles for [our Instance Name for the TEST pod] Viewer (Viewer Role), and PaaS Viewer (is this needed?).

 Despite waiting for many minutes, these users are not showing in Planning - Access Control - Manage Users.

Am I missing a step?
