We have a contract manufacturing model with Supply Planning in our scenario. We have around 11 contract manufacturers that we deal with. Each of these contract manufacturers is set up as an inventory as required for setting up contract manufacturing.

My First question is "Should I go ahead and define the Make At Sourcing Rule for each of these 11 contract manufacturing Orgs?" Since each contract manufacturer is an inventory organization, this will mean defining Local(org-specific) Sourcing Rules for each of these 11 orgs with 100% of the allocation to that org.

My Second question is "if I know that out of these 11 orgs, MFG will take place only in 5 orgs, Can I disable the Create Supply Flag (Item Master) in the remaining six orgs so that system does not create any planned supply"? Will disabling Create Supply also prevent the creation of Transfer order planned orders in these orgs?
