Intercompany Transaction

Summary: Hi I am trying to create a Project cost and identify Cross charge. However it is not picking the transaction. I found out that in Intercompany Billing Tab the Billable flag is No. However it is not in Billing tab also in actions we are only getting the option to turn it to Non Billable.
