Hello. I am doing the hands-on exercises using Free Tier account and I cannot finish this one:

OCI Foundation course, chapter 9, Hands-On Activity: Resource Manager. https://learn.oracle.com/ols/course/oracle-cloud-infrastructure-foundations/35644/108432/142169

I followed the instructions and got to point 13, Provide the name and select the plan created in previous steps and click Apply.

The apply job failed. It looks like I am missing a policy, however, it was not mentioned in the instructions.

Can you tell me where to set it up?
