HR_DOCUMENTS_OF_RECORD_ table does not store audit transactions

Hi Team
We have a requirement to extract how many documents has been uploaded/edited/deleted the documents by employees. When checked the audit table (HR_DOCUMENTS_OF_RECORD_), we see the table does not hold any transactions. Has anyone faced the similar situations? Is there any other table which holds the data?
