How to exclude budget to Parent Accounts

Hi,

We have requirement to load budget for parents accounts, we have 6 parent accounts. Out 6 parent accounts, budget should be applicable to only 2 parent accounts, we have defined supplementary rules for four parents accounts, even though system applying budget for all the accounts. Please let me know why this is happening
