Creating External Bank Account Rest API for Expense Employee ending in error IBY-825839

For employee expense, we are trying to create external bank account for employee. The rest api is giving error

This combination of party and payment function is invalid based on the usage assignment of the party in Trading Community Architecture. (IBY-825839)

I have checked the table hz_party_usg_assignments, the PARTY_USAGE_CODE is HR_EMPLOYEE.

Any inputs on this?
