Provide access to OTBI report by Area of Responsibility by BU

We have a requirement that the user will have only Employee and/or Line Manager Role and they should be able to fetch the employee records in OTBI Report by the area of responsibility by BU. They should not have any access to any Person Management or Employee data management from the front end. How can we achieve this requirement? The business case is to provide the report to helpdesk team with Laptop Questionnaire report
