HR Help Desk: Unable to check Action Plan step completion

Hello,
We are currently testing HR Help Desk (next gen) and are running into issues with completing Action Plan steps. On the page, there is a checkbox for the help desk agent to complete each Action Plan step. Right now, when a user clicks on the checkbox, the checkbox does not stay marked and will not progress with the Action Plan.
