What populates Effective Date Column in Overview tab of NIR?

Is there any configuration that drives the value in the Effective Date column in NIR?

What we are seeing in NIR is that this field is getting populated with next day 12 AM timestamp.

After couple of days, if we move the NIR to approval, we are facing an error which basically says the effective date of the item must be later than current date and time. ie, since the effective date is in past, NIR cannot be moved to approval stage.

We need it to be blank so that the item is effective on approval.

Is there any configuration that drives this field? Any help is appreciated.
