Continuous Certification - how User gets to know new user assignments

How Continuous Certification Manager/Certifier Worksheet gets populated

Content (required):

We have setup Standard Certification and Continuous Certification for ITSM role. The standard certification got initiated and it identified the current users assigned with role. We completed the certification for Standard certification and today a new user got assigned with the ITSM role but when I go to Continuous Certification there is nothing in the Manager/Certifier worksheet. Can someone explain how the Certifier/Manager Worksheet gets populated for Continuous Certification ?
