Can we use Item Rule to update a Specific Organization attributes

Summary: We want to update Organization Item Physical Attributes using product rule assignment.

Content (required): We want to update Organization Item Physical Attributes using product rule assignment. For example s:- !assignedToOrg("USA")= Return Value "KG" which will update Weight Unit of Measure to KG but for some reason this condition is not applied and the rule updates UOM to KG for all assigned organizations. I was wondering if we can assign or update attributes by passing Organization in rule condition or no.
