Change Address approval rule getting triggered to approvers who aren't there in the rule

Summary: Hi All,

I am coming across this issue , in which , I have configured an approval rule for change/add address transaction, in which , I have used a simple rule, which says , if employee changes/adds address , it should be auto approved and FYI notifications will be triggered to the payroll admin and payroll manager roles(In the screenshot, both the application roles are payroll admin and payroll manager)

But when I am actually making the transaction, this is getting auto approved , but then its getting triggered to a different role for approval even though, no such thing is there in the rule.
