SmartList Dropdown Box missing

I created a new Bucket Test member that references a SmartList, but there is no dropdown list available in SmartView.

As a test, I added the same SmartList value to two different members.

In the screenshot below, the orange highlighted cells are members that reference the same SmartList.

In C7, there is no dropdown box. In D7 there is.

Why isn't there a dropdown list for Bucket Test? What am I missing?
