Unable to publish zone changes after importing a zone file fails
Summary:
When I import a zone file, which may be incompatible - only the NS and SOA records are initially available.

- When I attempt to publish new records, the spinner is stuck and no further information is received. Looking at the developer tools in Google Chrome, I see the request to https://dns.uk-london-1.oraclecloud.com/[TRUNCATED]/records and the response is:

}
I attempted to delete the domain - but this also takes a couple of attempts. Once deleted, I left it over 12 hours before trying the process again and I was able to replicate the same issue.
