Snapshot doesn't import all dimension members

So when we migrate to a new environment, we've discovered some dimensions do not import all the members correctly.

After some troubleshooting we discovered the following:

We have 2 top level members that aren't exporting the properties, and instead are being listed as "reposition only" under the "property" called "Operation.

We also noticed the offending members have the majority of their properties "grayed" out and inaccessible. Shown here:

What can cause this, and how do we fix it?
