10-year limited Repeating Time Period need to be expanded or unlimited

Summary:

Hi,

We have annual absence absence plan using yearly repeating time period. We have enrolled the plan to all employees starting from each of their original hire dates. The accruals are generated retroactive ten years starting from the current year 2022. But the employees who have length of service more than ten years, we've observed that there's no accrual generated before the year 2012. 

We need to have all the accruals generated throughout the employees' whole period of service. We have to expand "repeating time period" for satifying our requirement. There are two main questions.

1-) How can we generate accrual balances for older than 10 years time periods?
