How to populate 'Financial Physical Percent Complete' ?

Summary:

We do not maintain planned costs on 'Project Plan'. The amounts are directly entered in the budget and the financial project plan is used only for maintaining controls over expenses.

After running update project performance data we are still seeing the financial physical percent complete as blank.

How to get the progress value on EAC budget amount Vs ITD actual cost amounts?
