Mobile App vs. Web App for PWA

Summary:

We need to build a PWA in Visual Builder. There is no requirement to build a native mobile app. So would like to understand the recommended approach in such cases - should we build the application as a Mobile App or a Web App (Both with PWA enabled)? Does PWA with a mobile app template provide any additional advantage? Are we able to access all device capabilities if we enable PWA on a web app? Does offline persistence toolkit works fine with Web App enabled PWA?
