Mid Year PTO Sell

Looking to set up a mid-year PTO Sell option in addition to what we offer during open enrollment

In addition to the option of selling PTO during our benefits open enrollment period, we would also like to look at offering the option to sell PTO mid-year. Can anyone who has done this provide guidelines of how they achieved it?
