Personal Payment methods is failing with "The values aren't valid for the attribute BankAccountId."

Summary:

PPM HDL is unable to identify the external bank account details (Bank, Branch Name, Account number & Country code) & (Bank, Branch Number, Account number & Country code) user keys combination and throwing invalid values for bank account Id error.

Content (required):

If we pass the Bank account id, It's working and creating PPM. But, with the above user keys combination, it's not working.

No masking is enabled and verified the external bank account details through the query as per the notes - Doc ID 2751326.1 & Doc ID 2616412.1
