Identity Domain menu item is not available

I would like to use Identity Domains, but it is not available in Identity menu items. My account is always-free in region Frankfurt. Different references from year 2021 mention automatic migration of accounts(eg:https://blogs.oracle.com/cloudsecurity/post/introducing-oci-iam-identity-domains), but not reflected in my tenancy.

Are there any manual steps I can follow to activate it?
