Manager self-service screen to update their part of the org structure

Manager Self-service to update the org structure for her department and below? Or the people assigned to the nodes below her's?

Content (required):

Is there a way for the manager of a, say, department, to be updating the org structure within this department? Renaming the department, adding/deleting/renaming teams within this department, or N levels of structures below that node in the org tree?

I am talking here about the structure itself, not the assignment of people to that structure.

Correlated question: assuming the structure is complete already, can a manager of a node in the org tree assign people in that tree as she sees fit? For example move people from team A to team B without a full internal transfer?
