Automatic Subscription's Trouble

Summary:

Automatic Subscriptions seems not to work well in some cases.

I'd like to know the condition when it occurs.

Content (required):

I use Automatic Subscriptions (with auto-submit and Bypass Submit option selected) setting in our EDMCS.

Somehow there are some cases that ①the Subscription Request isn't created or ②remains Draft without any request issue.

Would anyone have any idea what is the condition the ① and ② occur?
