Securing confidential recruiting type

What is the best way to secure a HR recruiter's access to view only Non-Confidential recruiting type requisitions?

Here is the requirement:

There are 5 recruiting types - 2 are confidential and 3 are non-confidential recruiting types.

We have a custom role called HR Confidential Recruiter which has access to view all job requisitions including confidential recruiting types. This can be achieved by giving View All data role.

Issue: A regular HR recruiter should only have access to view non-confidential recruiting type.

For this I created a data role with Job Requisition security profile, and secured by Recruiting type AOR. But then we end up assigning 3 AORs to the recruiter's person profile (for the 3 non-conf recruiting type), which is a maintenance issue.
