Unable to get rates currently without service provider constraint

Summary:

We are trying to do RIQ for truckload rates. Currently without constraining the service provider rates are simply unavailable. But if we enter service provider as constraint then OTM fetches rates.

Is anybody facing similar issue in 22C?

Please note: There is location level constraint for servprov profile and assume standard TL-SIM and LOOKUP ELSE ESTIMATE as rate service and rate distance calculations.

Also note that we are able to fetch Distance/Time through Ask Oracle.
