Viewing Application Recommendations feature released in 22.09 is not available in FCCS-Test

As mentioned in the Oracle's What's New documentation for FCCS 22.09 upgrade (1st Update), the recommendation feature should be available in the FCCS application overview and we cannot see the feature in the mentioned location in FCCS-test. Following is the update given by Oracle.

"If you are a Service Administrator, you can now view recommendations for your application, such as running a configuration task or enabling a substitution variable. The Recommendations list includes the Priority, Category, Module, Artifact, Recommendation description, and instructions on how to implement it. You can also export the list of Recommendation messages to a CSV file."
