Recently added a new entity to FCCS but unable to set it's approval status to 'started' from 'not started'

Please see attached document for details of issue. We've recently added a new entity to FCCS but unable to go back to the approval unit (P4, FY22) to set it's status to 'start'. You'll see from the documents that I've also tried to assign an owner, as with other approval units but this doesn't appear to be updating on the 'manage approvals' screen and still not allowing me to start the unit. Note, for all prior periods and years (going back to FY18) the unit is set to 'locked'
