How to display a banner on top of the page while submitting a Timecard in Add Timecard Page of RUI

Summary:

Hi Team,

We have a requirement to display a short message on top of Add Timecard Page (RUI) as acknowledgement banner which would say :Employee attest to all the hours that is being submitted.

Can someone please help me with the query or any link that would take me to page personalization for Timecard Page in OTL
