MFA for OCI-Console users

Summary:

Has anyone had success with enabling MFA for OCI-commerical region console users?

Our tenancy is using the merged IDCS identity functions using Identity domains and we have enabled MFA and added Sign-on rules but the Mobile authenticator policy doesn't seem to kick-in during login. Screenshots attached.
