Summary: federated idcs stripe is not visible in the psm services


Content (required): Few federated idcs stripes are not appearing in the developer services while I try to create a new vbs instance.

There are around 9 federated idcs stripes in our instance, but only first 4 are appearing in the developer service while we are creating a new VBS instance, but we want to create a instance in 7th stripe. Could you please help us on this, thanks.
