System administrator workflow notifications

I can't seem to set the system admin to receive notifications when a report pack has been fully submitted so it can be progressed to the next stage.

Content (required):

the report package workflow works great when set with a systematic calendar of task dates, but my client is looking for a flexible solution where the report packages open at the start of the month and need to be approved by the end of the month. The days in between are flexible for the teams to work through the authoring, review and approvals. Once approval has been sought the report packs can be distributed.
