Initiative experts: what happens with multiple initiatives when a person transfers?

Summary:

I'm trying to figure out what will happen to the assignment for a worker who transfers between two initiative groups on a single course. We have a corporate wide course that is assigned by OTBI by each hospital. What will happen to a person who is initially assigned by hospital 1, then transfers to hospital 2? The person starts off in hospital 1's initiative, then comes out of that one and moves to hospital 2's initiative. We normally use the withdraw learners checkbox so that we withdraw people who leave the company. I believe the background processes work by initiative,
