Is creation of survey type of initiatives supported through REST?

Would like to understand options for creating supplier surveys for internal users through REST

Content (required):

Hi, we would like to use initiatives for qualifications to gather information on supplier performance post closure of contract from internal users. It works well in a manual process, but as we will manage thousands of contracts yearly and globally, we will use the REST service instead. During our project, we've learnt that:

  1. REST create operation was not supported for survey type of qualifications
  2. A supplier user account is mandatory in case we cannot use the survey type. (which we will not have in all cases)
