Autonomous Database keeps stopping

Content (required): I've had my instance for a trial period. The trial expired, the instance carried on running for a few weeks because it was "always free". I'm using it to build a concept Apex application. On Tuesday morning I noticed that apex wasn't available. I went into the console and saw that the autonomous database had stopped. I restarted it, went back into Apex and started working. Within a few minutes it stopped again (Apex shows 404 Not Found). It's been doing that all week. Out of desperation I terminated the entire database, and created a brand-new always free autonomous database. Again the same thing: it stays up but after a few minutes then stops on it's own.
