Can we define inventory org w/o inventory license for PDH Implementation ?

Summary:

We know with PDH we can use cross module OOTB attributes and features. Does inventory orgs falls under that category ?

We need to know if we can enable inventory orgs in system with only PDH license and associate with Items in PDH

No inventory transactions / setups will be done until license is purchased. Just setup of inventory orgs.
