What is the limit on number of REST call a user can make within a given time

We are implementing integration between a third party system and Oracle recruiting using REST APIs. We would like to know if there is a limitation on number of calls a user can make within given period of time.

For example, Oracle CRM as a limit of 30 REST calls per minute for a user, beyond which limit system will through an error that limit has reached.

Similarly, please share any documentation around Oracle HCM REST APIs.
