Learning Request - missing Internal or External field

Summary:

Hi,

I was trying to create a new role for External Employee for Learning access.

However, this field 'Internal and External' field is missing.

I couldn't find where this field is configured. I have tried to assign the same role for Employee to the newly created role, but no success. Any idea?
