Difference between manage supplier user roles and supplier user role usage

just i am looking to know the differences between the two tasks, because when I open it i found the same screen

then select the user and security under the functional areas part

There are two tasks:

Manage Supplier User Roles

Manage Supplier User Role Usages

but as the attched screenshots there are the same.
