Is it possible to disable the NIR and prevent creating new one but process pending NIR?

Summary:

Similar to the change validation for item attribute change enhancement, will disabling the New item request will allow us to complete the existing new item requests and prevent from creating new ones? currently we are not able to disable the new item request until we complete all pending new item requests.
