Expected Effort - duplicate hours listed

Summary:

Very inconsistently, my courses are showing up with duplicate Expected Effort hours. I've checked the course expected effort and the correct time is listed in the field. I've also double checked the activity within the offering displays the correct time. I've removed the expected effort from the course page and then it correctly displays but then my certificates don't include the number of hours. Why do I have repeated Expected Efforts listed and how do I remove the second one without having to remove the single entry within the course set up.

I noticed there was an additional field included on the course page "Maximum Expected Effort" but I didn't fill this in, to my knowledge, but even if I did - I can't remove it within course set up because the field isn't showing anymore.
