Manager/Direct Report Relationships with Position Hierarchy

All - We need help with best practices in an environment where position hierarchy is being used and managers are changed often and many managers are assigned to pooled positions.



Content (required):

We have a municipality with Police and Fire departments where supervisor and employees are assigned to pooled positions and managers are changed often. We're using position hierarchies and we're using pooled positions at both the individual contributors and supervisors. When a promotion, transfer or termination occurs we of course need to reassign employees to new supervisors. At times the direct reports from the old supervisor may be split between other supervisors. This is a simple process with single incumbent positions. However, we're not clear on expected behavior when managers and individual contributors are assigned pooled positions.
