Need to disable permission to remove roles from HR Specialist access

Remove roles section from Account Management page

Content (required):

In our business process HR Specialist can delegate Line Manager role for on behalf of an employee in case he/she is out sick.

In the Account Management page, we could see 'Roles' section and there is a 'X' icon beside every role. Is there a way to remove either the Roles section by keeping only the 'Role Delegations' section or can we remove 'X' without doing any personalization?
