How to create a new Rule in BPM task Configurations

Dear Team,
The busniess requirement is the FYI Notification should get to HR User only on Leave withdrawal Approval/Reject and FYI should not trigger to HR User on Leave Submission Approval/Reject.
I got some steps to get this done but I did not understand how to create a new rule.
Could anyone of you please check the attached document and let me know the clear steps to create new rule in AbsencesApprovalTask to meet the business requirement.
