This is necessary in case the earlier budget (could be scenario or control budget) has data against a code combination that the revised budget (from EPM) doesn't.

This means that the revised budget does not send any data to GL and the old data doesn't get wiped.

Therefore we need to clear the budget in GL before re-loading from EPM.
