How to skip request for comment notification to requester in NIR

Summary:

Logic behind notifications in new item request for request for comment

Content (required):

1- Requester A creates a New Item Request

2- Requester A assigns NIR to Product Data Steward B

3- Both Product Data Steward B and Requester A receive the notification "New Item Request X requires A comment to continue to the next status" in Action mode

Expectation - Only Product Data Steward B is supposed to receive the Request Comment notification

Is this designed behavior? If the requester also gets the notification, does that mean he can decide to skip the request comment from his assignee?
