Need to change geography and mapping validation for Canada.

I need to provide users with a LOVs for Canadian provinces during input, however I am unable to access the Geography and mapping validation as I can for the United States. The selection is grey'd out on the Actions menu of the Manage Georgraphies page and also grey'd out in the 'Go To Task' area. How to I get access to change the mapping validation to use a list of values for Canada?
