Why are Packing and Shipping Instructions,even when entered not printing in the Packing Slip Report?

During the ship confirm step while fulfilling an order, there is an option to add Packing and Shipping instructions as Notes. When we print the Packing Slip Report via the ESS Job, these should print as the report contains fields for both. But they are not getting printed and the Packing and Shipping instructions fields remain blank on the report.
